Elizabeth Johnson, MPA

Organizational Performance Manager, City of Plano

Elizabeth serves as the Organizational Performance Manager for the City of Plano. In this role, she leads citywide initiatives in performance management, strategic planning, and continuous improvement that support long-term financial sustainability and strengthen both organizational effectiveness and service delivery. Since its inception, Elizabeth has played a key role in advancing the Fiscal Roadmap initiative by facilitating cross-functional collaboration and guiding its implementation.
 
Elizabeth joined Plano in 2016, starting in Engineering and then moved to the City Manager’s Office as the Assistant to the City Manager. She is a member of several city management and finance associations, having previously served on the Board for Texas City Managers Association and as President of the Urban Management Assistants of North Texas. This year she is part of Leadership Plano Class 42, connecting with individuals from across the community and diving deeper into key areas impacting Plano.
 
Elizabeth holds a Bachelor of Science in Mechanical Engineering with a Business Certificate from the University of Texas Austin and a Master of Public Administration from University of Texas Arlington. Outside of work, Elizabeth is an avid outdoor enthusiast and enjoys visiting State and National Parks.
