Managing Director, Eide Bailly

Since 2022, Scott Catlett has served as a Managing Director at Eide Bailly LLP based in Nashville, Tennessee, where he oversees a variety of engagements assisting state and local government clients throughout the United States with financial management and budgeting best practice implementation, organizational assessments, and financial policy development.  Scott has 25 years of diverse experience in public sector financial management and accounting, with 17 of those years spent working as a Budget Manager and later Finance Director for three Southern California cities with budgets ranging from $100 million to over $1 billion.

After growing up in and around San Antonio, Texas, Scott obtained a bachelor’s degree in finance from Tulane University in New Orleans and later a master’s degree in public administration from California State University, San Bernardino.  In more recent years, he has frequently served as a speaker for government industry courses, conferences, and webinars, and as an adjunct professor teaching public financial management at the graduate level.  A highlight of Scott’s government service was the honor of being elected by the 2,600 members of California’s GFOA affiliate – CSMFO – to serve as 2022 Board President.
