Mica Owens, Senior Vice President of Public Funds, joined Hilltop Securities in February 2011 and leads the sales and product solutions team for Hilltop Securities Governmental Services. She specializes in delivering investment solutions to public entities nationwide. With more than 25 years of experience in equity and fixed income sales, Mica focuses on investment solutions for public‑sector clients, including investment management and advisory services, government investment pools, arbitrage rebate, and continuing disclosure support.

Mica represents Hilltop Securities and Hilltop Securities Asset Management at public‑sector conferences across the country, including the Government Finance Officers Association (GFOA), the Association of Public Treasurers of the United States and Canada (APT US&C), the Government Treasurers Organization of Texas (GTOT), and a wide range of state‑sponsored events.

Before joining Hilltop Securities, Mica spent six years with a boutique investment bank in Chicago, where she served as an institutional broker specializing in equity sales and trading for pension funds, corporations, and endowments. She also worked with the firm’s capital markets team on equity underwriting initiatives.

Mica holds FINRA Series 6, 7, 53, 63, and 66 licenses.
