Budgeting with Rhythm

The Government Finance Officers Association (GFOA), through its Rethinking Budgeting Initiative, introduced the concept of “budgeting with rhythm” to help local governments modernize traditional budgeting practices and improve decision making. The research argues that budgeting systems often suffer from irregular engagement, reactive decision making, and workload spikes. Establishing a consistent organizational rhythm in the budget process can significantly improve participation, workflow management, and the quality of financial decisions.
In addition, I will provide brief updates on GFOA initiatives, including the new membership structure, leadership development programs, and updates to the Distinguished Budget Presentation Award criteria.
